Creating a Successful Campus Police Department and Crime Suppression Program

The Maricopa County Community Colleges encompass 10 campuses throughout the Phoenix Valley. The police department supports the educational mission of Maricopa Community Colleges by providing professional, community-oriented services to ensure a safe and secure campus for students, faculty, staff, and visitors. Chief Denlinger will talk about the creation of a professional campus police department, and Commander Brennan will talk about this successful crime suppression program. 

A few years ago, GateWay Community College experienced a marked increase in thefts, other crimes, and quality of life issues spilling over from an area plagued by homelessness and drug use. During the same time period, the Phoenix Police Department was involved in two separate officer involved shootings just off of campus, resulting in lockdown orders on the campus. A final incident that peaked employee concern was that a dead body was dumped on campus.

To address the associated issues contributing to public safety concerns, the campus formed a public safety committee, composed of representatives of all of the work disciplines on campus. The committee was charged with making recommendations for safety and policy improvements outside the decision making authority of the police department alone. Committee recommendations were adopted resulting in improvements in access control and employee crime prevention efforts. The committee was also a vehicle for quashing rumors and creating transparent communications with the police department.

During the same time period, college police increased manpower and enforcement efforts. College police also partnered with local police to address nearby drug activity, and social services were made available to the area population.

As a result of the efforts by the police department and college efforts, crime was reduced by nearly 80 percent. The college public safety committee was recognized nationally for its success.
