- The content and timing of many decisions is beyond the control of school officials.
- Is the resumption of operations to occur on a single campus or on multiple campuses?
- Is the resumption occurring at a small school or at one with many thousands in the college community?
- Are outside suppliers and service providers able to furnish the campus with commodities needed to operate?
- What are the phases of return?
- How long is each phase and how does an institution determine when it is safe and advisable to move to another phase?
- How are funds to be allocated and prioritized?
