The Future of Campus Law Enforcement
The role of campus law enforcement is at a perilous juncture. Whether safety on college campuses will be enhanced or diminished ultimately depends upon the social and political decisions being made today by our campus communities. A contentious debate rages on college campuses to defund and abolish campus police. Yet college campuses across the nation are increasingly more like complex small cities with their own unique safety challenges, including crime. Safety on college campuses requires that we challenge the status quo. As we do, the future safety of campus communities depends on the success of realigning campus policing with the purpose initially imagined fifty years ago when campus policing emerged – to support a safe and secure campus environment for the whole community to thrive. It is time to enact a holistic safety model using a tiered guardianship approach which integrates security technology to support inclusive safety upon college campuses.

University of California, Riverside (UCR) Police Department
Anthony Frisbee has served as a public servant for 30 years, including over 17 years within the campus law enforcement profession. He currently serves as the interim Chief of Police for the University of California, Riverside (UCR) Police Department. Anthony has led campus police personnel within patrol, public safety (security), detectives, dispatch, and administration while serving in partnership with the campus community to support safe campus environments. He was awarded the Management Certificate from the California Peace Officer Commission on Standards and Training (POST) and graduated from the Sherman Block Supervisor ’s Leadership Institute and POST Command College. Anthony holds a Bachelor Degree in Organizational Management from Chapman University and a Master Degree in Criminology, Law, and Society from University of California, Irvine.
