Curtis J. Powell, PMP, CHS, CBCP
Curt Powell began his career in national security as a combat veteran of the United States Marine Corps where he served in many demanding assignments, including as the Executive Alert Facility Senior Watch Officer for the Presidential Helicopter Squadron (Marine One), White House Advance Officer, and the Presidential Emergency Operations Center Watch Officer. While serving as a member of the White House Staff he developed and implemented emergency action plans specifically designed to ensure the continuity of operations for the Executive Branch of the Federal Government and conducted security/response planning missions worldwide in support of Presidential visits. His exceptional skill in coordinating with the U.S. Secret Service, Air Force One, Diplomatic Security Service (DSS), Cabinet Secretaries, numerous foreign dignitaries, airport and host country law enforcement representatives resulted in smooth, seamless and secure high-visibility visits during his five-year tenure.
Upon retiring from the Marine Corps, Powell joined KMPG LLP’s New York City practice specializing in IT system security, physical security and emergency management, consulting for Wall Street and many other Fortune 100 businesses. Powell served as a first responder on September 11, 2001 and led the restoration of a World Trade Center major brokerage firm in its aftermath.
After 9/11, Powell joined the Transportation Security Administration as the Director for Crisis Management. In May 2002, where he was responsible for the management and direction of programs that maintained a continuous assessment of terrorist threats against the Nation’s domestic and international transportation systems. Powell’s duties included the preparation and coordination for the mitigation of terrorist threats, as well as national emergencies, with a focus on the development of precise rapid-response counter measures and recovery plans.
On July 25, 2003, Curt Powell, officially stood up the Transportation Security Operations Center (TSOC) after devoting the previous 12 months to its concept, design and build out. The build out of this $25M, 150,000 sq. ft. high-tech center was accomplished in a record 100 days under his leadership. As its first Director, Powell was given the task to establish an interagency command center that would meet that challenge, incorporate all the best practices and technologies of the agencies within the government, and fuse the diverse agency functionalities and technologies for this new nerve center.
Under Powell’s oversight the award-winning TSOC set forth a new standard in interagency cooperation within the U.S. Government. The TSOC integrated the security planning and response procedures of such as the U.S. Coast Guard, Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), the Federal Bureau of Investigation (FBI), Secret Service, NORTHCOM, Federal Aviation Administration (FAA), the Federal Air Marshal Service (FAMS) and the TSA. The TSOC successfully brought valuable resources within the DHS–a myriad of personnel with unique expertise and experience, capabilities, and technologies–to collectively protect the Nation’s transportation systems. The TSOC is the premier operations center in the Nation’s Capital and is used for all National Security Special Events such as the presidential inauguration, the State of the Union speech and other high-visibility, complex security events. As a result, Powell was awarded the first DHS Gold Medal for Transportation Security.
Upon leaving government service, Powell joined Raytheon as the worldwide Director of Transportation and Border Security, covering many critical and diverse areas such as multi-modal cargo security and tracking, critical facilities, aviation, rail, transit, and port security, critical airspace protection, and border security and surveillance. His expertise in integrating security technologies efficiently and effectively with existing systems/procedures throughout the globe made him an internationally recognized Subject Matter Expert (SME) on complex security problems.
Powell is a certified Project Management Professional (PMP by the Project Management Institute, Certified in Homeland Security (CHS) by the American College of Forensic Examiners International and a Certified Business Continuity Planner (CBCP) by the Disaster Recovery Institute International. Mr. Powell is also CARVER and RAM Vulnerability Assessment Methodology certified and holds a current Top Secret security clearance. He is a Distinguished Graduate of the Naval Post Graduate School in Monterey, California, with a Master of Science Degree in Business Management, and a Distinguished Graduate of the Marine Corps Command and Staff College.
