TSA Selects MorphoTrust USA For Universal Enrollment Service

The Transportation Security Administration (TSA) has selected MorphoTrust USA as the prime contractor for its new Universal Enrollment Service (UES), which will transition multiple programs into a consolidated service with convenient locations for individuals requiring enrollment and registration for programs serviced by TSA. The checks include the capture of biometric (facial pictures and fingerprints) and biographic data to ensure that individuals seeking access to critical segments of the nation's transportation system, infrastructure, or sensitive materials do not pose a threat to national security.

The award furthers MorphoTrust's commitment to simplify, protect, and secure the lives of the American people. As programs such as the Transportation Worker Identity Credential (TWIC) and Hazardous Materials Endorsement Threat Assessment Program (HTAP) begin transitioning into the UES program, MorphoTrust will provide applicant services via the web, telephone, and in person at hundreds of centers -- including in all 50 states, the District of Columbia and U.S. Territories.

Headquartered in Billerica, Mass., MorphoTrust is well-positioned to deliver solutions of this significance and sensitivity, having enrolled nearly two million individuals to date for the current TWIC and HTAP programs. The company employs approximately 1,100 people, and operates over 1,200 ID service centers across the U.S., each staffed by certified trust agents.

MorphoTrust currently provides driver license issuance solutions to 41 of the 50 states and the District of Columbia; the facial recognition solution for the FBI’s Next Generation Identity program; and the multi-modal biometric software for the Department of Defense (DoD) Enterprise.

The TSA intends to move existing enrollment programs to UES as contracts expire, new regulations and policies are implemented, new legislation is enacted, or as new programs and initiatives become active. The first program expected to transition to UES is TWIC. The base UES contract is for one year, with four options for one year each. The total contract value for five years is estimated to be $248 million. At its peak, the program is expected to enroll more than 600,000 applicants per year.
