Lawmakers Weigh New Cloud Security Standards for Critical Infrastructure

A bipartisan proposal directs NIST to create updated cybersecurity frameworks, AI threat detection tools and a voluntary cloud certification program.

Federal standards for cloud computing infrastructure would see substantial updates under legislation introduced by U.S. Rep. Rich McCormick, R-Ga., aimed at shielding sensitive data and essential utility networks from sophisticated cyber intrusions.

The Common-Sense Cloud Security Act directs the National Institute of Standards and Technology to establish modernized cybersecurity protocols for cloud environments. Under the proposal, NIST would collaborate with federal cybersecurity agencies, industry cloud service providers, academic researchers and critical infrastructure operators to address architectural vulnerabilities.

The bill outlines a framework for deploying artificial intelligence systems to detect anomalies and identify unauthorized network behavior. It also directs NIST to formulate frameworks for digital identity protection that link account credentials directly to designated physical hardware to prevent remote credential hijacking.

To assist commercial adoption, the legislation establishes a tiered, voluntary Cloud Security Certification Program. Under this system, independent accredited laboratories would evaluate and certify that commercial providers meet baseline federal criteria.

The measure also targets supply-chain risks by mandating procedures for vetting, authorizing and monitoring third-party software integrations connected to core cloud platforms. In addition, the legislation requires updates to the Federal Risk and Authorization Management Program to align federal procurement with revised baseline standards.

NIST would also be required to build a standardized breach-assessment methodology to measure how far an intrusion could spread across interconnected networks, alongside recurring reporting requirements to Congress detailing private-sector compliance barriers.
