SWEAR Launches Public-Sector Public Video Authentication Program
Municipalities and public agencies can deploy technology designed to verify that critical video footage remains unaltered.

Public agencies will be able to deploy video authentication technology through SWEAR’s new Community Video Integrity Project, which focuses on verifying the integrity of footage used in investigations, legal proceedings and public safety operations.
The program is open to municipalities, law enforcement agencies and other public-sector organizations. Selected participants will apply SWEAR’s authentication system to high-priority cameras, creating a record intended to verify that footage has not been altered since its capture.
The system generates an independent cryptographic record when footage is captured. That record can provide supporting documentation when the authenticity of video evidence is questioned.
Organizations using the Milestone XProtect video management system can add authentication technology to existing security environments. The system operates as an additional layer rather than replacing XProtect’s existing video protection.
The initiative responds to concerns about deepfakes and other forms of synthetic media that can make manipulated recordings more difficult to identify. A 2025 Pew Research Center survey found that 53% of Americans lacked confidence in their ability to distinguish content created by artificial intelligence from content created by people.
As manipulated media becomes more accessible, public agencies may face challenges establishing whether footage presented during investigations or legal proceedings is authentic. The project is intended to apply video verification practices in operational public-sector environments.
