State of Tennessee Names L-1 Identity Solutions as Exclusive Provider of Digital Fingerprinting Services

L-1 Identity Solutions Inc. was named the exclusive provider of digital fingerprinting services for the State of Tennessee in a contract valued at $40 million. The three-year contract with the Tennessee Applicant Processing Services (TAPS) program includes two additional one-year renewals for a potential combined contract duration up to five years.

The fingerprints are necessary for citizens employed as child care workers, school employees and real estate and insurance agents. The prints are also required for those seeking a State and/or Federal license permit, such as commercial drivers seeking to transport Hazardous Materials (HAZMAT) and citizens seeking to carry a handgun. The State may add more groups to the L-1 fingerprinting network over time.

“We are excited to partner with L-1 to offer our citizens a secure method to provide fingerprints and background checks required for employment and license permits,” said Ed Jones, deputy director of the Tennessee Bureau of Investigation (TBI). "L-1 is a leader in electronic fingerprinting and their cutting edge technology will help us process and better protect the citizens of Tennessee from crime, theft and fraud.”

At the L-1 locations, prospective licensee and employee fingerprints are captured in a professional environment by a certified fingerprint technician using technology that captures the prints without the use of ink and submits them electronically for processing via a secure private network. The applicant’s personal information and record remain secure and private by residing in the state’s central database system, not on personal computers at the fingerprint locations. With the L-1 service, criminal history results are received quickly and securely in a few days, not months. Faster results means agencies and organizations get the identity information needed to make licensing and hiring decisions more quickly and accurately than ever before.

L-1 expects to process more than 175,000 applicants annually in Tennessee and will provide residents with 57 locations statewide for fingerprinting, background checks and gathering other biographical data required for applications and state licenses. Multiple locations will be available in each metropolitan city, as well as in other suburban and rural areas, with citizens able to reach a location less than 60 miles away from their home or office. A complete list of locations can be found at www.l1enrollment.com. The services will be available to citizens beginning Aug. 1.

Services available through L-1 include the digital capture of signatures and biometrics such as face, finger and hand prints, the collection of bio- and demographic information and background checks.
